Duties and Rights of the Council
According to the stipulations of Article 35 of Local System Law, the duties and rights of the council are as follows:

1.Resolve the regulations of the city under the Centual government.
2.Resolve the budget of the city under the Central government. 3.Resolve the special levies, temporary levies and additional levies of the city under the Central government.
4.Resolve the settlement of the properties of the city under
the Cen- tral government.
5.Resolve the autonomy regulations of the municipal
government under the Central government, and the
autonomy regulations of the organiz- ation of the relevant
business bodies.
6.Resolve the proposals of the municipal government
under the Central government.
7.Examine and approve the examination and audit reports
done by the final accounts of the city under the Central government.
8.Resolve the proposals of the municipal government under the Central government.
9.Receive the petitions of the people.
10.Other given duties and rights according to law.

Besides, according to the stipulations in Item 2 of Article 48
of Local System Law, city councilors have the right to
address inquiries to the Mayor, the Directors of various departments and bureaus and the Chiefs of any organization directly under the council.
