The Speaker and Deputy Speaker of the Council are elected separately through secret ballot by all councilors. All 44 councilors are directly elected by the citizens.
Any candidate for councilor must meet the following qualification: R. O. C. citizenship; at least 4 months residency in the constituency prior to the election; 23 years of age and older; has never been a criminal convict nor forbidden to own property. The number of councilors to be elected in each constituency is in accordance of its population scale. There are five constituencies in the City. If there are more than four councilors to be elected in one constituency, one seat must be reserved for a councilwoman. In addition, one aboriginal councilor is elected by all the aborigines reside in the City.
