Flood Prevention, Water Control and Saving the Economy-The Political Responsibility Must Not Forget
On 25th December, 2010, Kaohsiung city and county will be merged into a new “Great Kaohsiung City", whilst the 30-year-old Kaohsiung City Council successfully reached the milestones of the times will have a brand new start along with the reorganization of Kaohsiung City. At the end of present session is completed, I wish all the best to every councilor and the public, and hope we will work together again to create a new horizon of Great Kaohsiung.
The organization of Kaohsiung City Council has undergone changes in different stages in Taiwan from Kaohsiung City People's Political Council, Kaohsiung City Council (in the period of provincial city), to Kaohsiung City Provisional Council (in the period of special municipality). No matter at which stage, the Council was brought together eminent talents from all walks of life, and ready to stand out for public interests. In 2010, in order to increase the overall city competitiveness in the new picture of five municipal cities in Taiwan, last year the Kaohsiung City Council completed the historical task, "Restructuring and Merger plan of Kaohsiung City and County". After the merger, in addition to new development momentum, there are also new challenges coming ahead, particularly, on aspects such as adjustments of personnel system in the newly merged organizations, planning strategies for balanced development among regions and administrative performance on greater areas.
In the past 4 years, the city development focused on reshaping the new city environment including the opening of the MRT, building bike paths and facilities, and hosting the World Games 2009. Of course, the efforts gave the public a different life experience, yet the liabilities of Kaohsiung increased, the family income decreased, the unemployment rate increased year by year, and no improvement observed in investment environment. The City Government is the one to hold responsible for the worrying prospects of Kaohsiung.
Before the end of the present session, Kaohsiung City was hit by the typhoon Fanapi which lead to severe floods. The councilors immediately and fully dedicated to disaster relief in different flooded areas collaborating with chiefs of villages and local residents. The spirit is admirable. The flood exposed the gaps in the disaster relief planning of the City Government. After the merger of the City and County, the challenges of disaster relief and prevention efforts will be more severe, which were exactly the subjects questioned and reminded by most of the councilors in the council general query. As the merger is coming soon, the council hope the City Government remember the hard lesson learnt, take the political responsibility to strive to safeguard the families and assets of people.
