Except for subject matters that must not be copyrighted in terms of the Copyright Act (for example, laws, orders, and speeches and news releases drafted by civil servants - please refer to Article 9 of the Copyright Act), all narrations in words, photographs, pictures, recordings, images, and other information published on the Kaohsiung City Council Website (hereinafter called the Website) are subject to copyright protection.
Any person may freely exploit the abovementioned subject matters that cannot be copyrighted. All circles are welcomed to widely exploit them.
Where any content of the Website is protected in terms of the Copyright Act, and any person is required to obtain consent or authorization from the copyright holder of the work prior to using the content and apart from his, her or its fair use of the work, the person may exploit the work only after it has obtained the consent or authorization.

The provision prescribes the following legitimate reasons for the removal or alteration of the information: A removal or an alteration of electronic rights management information of a work is unavoidable in the lawful exploitation of the work because of technological limitations at the time of the act, or the removal or alteration is technically necessary to a conversion of a recording or transmission system.
